Job Description
The Khyber Pakhtunkhwa Rural Economic Transformation Project (KP-RETP) is seeking a highly qualified and motivated individual consultant to conduct a maturity assessment of existing Farm Services Centers (FSCs) in Khyber Pakhtunkhwa. This role is critical in evaluating the current operational status and effectiveness of FSCs to ensure they meet the desired standards and contribute effectively to rural economic transformation.
The Government of Pakistan has secured financing from the International Fund for Agricultural Development (IFAD) to support the Khyber Pakhtunkhwa Rural Economic Transformation Project (KP-RETP).
Responsibilities
- Conduct a comprehensive maturity assessment of existing Farm Services Centers.
- Evaluate the current operational and management practices of FSCs.
- Identify gaps and areas for improvement.
- Develop actionable recommendations to enhance the effectiveness of FSCs.
- Prepare detailed assessment reports and present findings to stakeholders.
Scope of Work:
The consultant will be responsible for conducting a comprehensive maturity assessment of existing farm services centers. The assignment will encompass evaluating current operations, identifying strengths and weaknesses, and providing recommendations for enhancements. The services include tasks specified in the Terms of Reference (TORs), accessible at KP RETP Jobs. The implementation period is three months, commencing from August 01, 2024.
Key Responsibilities:
- Conduct thorough assessments of existing farm service centers.
- Formulate strategic planning and implementation recommendations.
- Collaborate with national and international organizations for data collection and analysis.
- Draft detailed reports and present findings to the Project Management Unit (PMU).
Qualification Requirements:
- Education: Minimum of a Master’s degree in Agricultural Sciences.
- Experience:
- At least 15 years of relevant professional experience in project management, policy formulation, strategic planning, and implementation.
- Extensive experience in the public sector or internationally funded projects.
- Proven track record of conducting competitive short-term assignments with various organizations.
- Expertise in agricultural sector assessments, particularly related to farm service centers.
- Proficient in English, with strong verbal and written communication skills.
Eligibility Criteria:
- Consultants must comply with IFAD’s rules and policies, including the Anti-Money Laundering and Countering the Financing of Terrorism Policy and the Revised IFAD Policy on Preventing Fraud and Corruption.
- Interested consultants must have no actual, potential, or reasonably perceived conflict of interest. Situations that could lead to disqualification include:
- Relationships provide unfair advantages.
- Involvement in selection processes or contract execution with undue influence.
- Business or familial relationships with the client’s board of directors or personnel.
Submission Guidelines:
- Interested consultants must submit their Expressions of Interest (EOI) along with their curriculum vitae (CV) demonstrating relevant qualifications and experience.
- EOIs should highlight the consultant’s ability to perform the services as outlined in the TORs.
Selection Process:
- A consultant will be selected based on the individual consultant selection (ICS) method, as detailed in the IFAD Project Procurement Handbook available at IFAD Procurement.
- Interviews will be conducted as part of the selection process.

- Clarification Requests: Any clarification requests must be sent via email to the addresses provided below by June 20, 2024, at 12:00 hours. Responses will be provided within two days.
- Submission Deadline: EOIs, along with the CVs, must be delivered in written form to the address below (in person, by mail, by fax, or by email) by June 25, 2024, at 12:00 hours.
