Overview of the Proposal Request
Scope of Services
The selected consultancy firm will be responsible for providing tax consultancy services that cover various aspects of HEC’s operations. These services include, but are not limited to:
- Tax Planning and Compliance: Ensuring HEC’s adherence to all applicable tax laws and regulations.
- Tax Audits and Reviews: Conducting thorough audits and reviews of HEC’s financial records to identify any discrepancies and ensure compliance.

Eligibility Criteria
To be eligible for consideration, consultancy firms must meet the following criteria:
Registration and Recognition
- The consultancy firm must be a registered body, duly recognized in Pakistan.
- The firm must be registered with the Federal Board of Revenue (FBR) as an Income Tax practitioner under section 223 of the Income Tax Ordinance 2001.
Financial, Technical, and Human Resources
- The service provider should have sufficient financial, technical, and human resources to deliver tax consultancy services across Pakistan, including Azad Jammu & Kashmir and Gilgit Baltistan.
Method of Selection
The selection of the consultancy firm will be based on the Quality and Cost-Based Selection Method, specifically Method-B of the Public Procurement Regulatory Authority (PPRA) Consultancy Regulations 2010. This method ensures that the selected firm not only offers competitive pricing but also demonstrates a high level of expertise and capability.
Duration of Services
The consultancy services are initially required for a period of two years. However, there is a provision for the extension of services for an additional year, subject to satisfactory performance and mutual agreement under the same terms and conditions.
