The Finance Department of the Government of Sindh is inviting applications from Pakistani nationals for the position of Chief Investment Officer on a contract basis under the MP-II Scale as per the Sindh Management Position Scales Policy 2022.

Educational Qualifications & Experience

  • Required Qualifications:
  • Master’s degree in Economics, Banking, Finance, M.Com, MBA (Finance), or
  • Certified Chartered Accountant (ACCA), ACMA, CFA Charter-holder
  • PhD in a relevant field is preferred
  • Experience:
  • Minimum of 10 years in a relevant field
  • At least 6 years of experience in a relevant role

Non-Relevant Experience

The following experience will not be considered relevant:

  • Bank/Office treasury operations
  • Treasury sales experience
  • Stockbroking/equity sales experience
  • Any other liability sales/deposit mobilization experience

Age Limit

  • Preferred: Less than 63 years as of the advertisement date
  • Maximum Service Age: 65 years

Job Description

  • Assess the Government of Sindh’s existing investment portfolio, analyzing financial markets and instruments such as government securities, bonds, stocks, and mutual funds.
  • Develop and implement investment policy, asset allocation strategies, and strong risk management controls.
  • Formulate and recommend investment strategies that balance risk and return by evaluating the investment portfolio and various investment funds.
  • Stay updated on corporate & management best practices in research data evaluation, record-keeping, and stakeholder liaison.
  • Regularly present investment results to the investment committees/boards, informing and educating them about potential investments and opportunities.
  • Facilitate actuarial valuation of the employee benefit schemes and provide input on fund options.
