The Monitoring and Evaluation Specialist will be responsible for:
- Utilizing advanced computer software for monitoring and evaluation tasks.
- Leading multi-disciplinary teams to meet monitoring and evaluation deliverables.
- Ensuring compliance with relevant standards, rules, regulations, and policies.
- Developing tools and protocols for qualitative and quantitative data collection, processing, and analysis.

Qualifications:
- A Master’s degree in Business Administration, Urban & Regional Planning, or a related field from a recognized university.
- Foreign qualifications are considered an added advantage.
- Proficiency in the latest computer software relevant to the monitoring and evaluation of infrastructure projects.
Experience:
- A minimum of 10 years of experience in monitoring and evaluation, preferably involving international donors.
- Extensive knowledge of monitoring and evaluation methodologies, including both qualitative and quantitative data collection, processing, and analysis.
- Proven experience in developing monitoring, evaluation, and research protocols and tools.
- Demonstrated skills in developing tools for the monitoring and evaluation of large investment projects, preferably those financed by international donors.
- Proven track record of leading multi-disciplinary teams.
- Strong knowledge of relevant standards, rules, regulations, and policies pertaining to project management, monitoring, and evaluation.
- Experience with the requirements of international financial institutions such as the World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, and JICA.
Selection Process:
The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (Section VII, Open Competitive Selection of Individual Consultants).
