Eligibility Criteria
Qualifications:
- Master’s Degree in Civil/Environmental Engineering, Climate Change, Finance, or Economics from a recognized university.
- Certification/Diploma in Green Finance & ESG from an internationally recognized institution is preferred.
Experience:
- 15 years of work experience in the field of Climate/Environment.
- 5 years of specific experience with policies and procedures related to Green Financing Mechanisms and accreditation processes with international entities like UNFCCC.
- Proven track record of completing projects related to Green Finance, preferably hydropower projects via GCF.
- Experience in identifying and designing financial windows such as GCF, markets, GEF, or others for various development initiatives.
- Work experience in developing countries and/or in a multilateral programming environment.
- Broad knowledge of climate change and climate finance.
Additional Skills:
- Experience in economics, finance, sustainable development, climate/environment policy, political science, law, or related fields will be an added advantage.
Responsibilities
- Conduct a comprehensive review of WAPDA’s existing projects and future plans to identify potential opportunities for Green Financing and Climate Financing.
- Assess eligibility criteria, requirements, and limitations associated with accessing Green and Climate Financing.
- Engage with relevant stakeholders within WAPDA to gather insights on Green Financing priorities and challenges.
- Develop a roadmap and action plan for integrating climate financing mechanisms into WAPDA’s projects.
- Identify and design financial windows for WAPDA’s development initiatives.
- Facilitate the process of accrediting and registering WAPDA with international agencies for Green Financing.
- Assess financial resources required for implementing environmental projects and explore potential funding sources.
- Provide recommendations on project scope, prioritization, implementation, and monitoring strategies.
- Deliver a detailed report outlining findings and recommendations for integrating Green Financing into WAPDA’s operations.
- Provide capacity building and training sessions for WAPDA staff to enhance their understanding of Green Financing principles and procedures.
