Requirements for Expression of Interest (EOI):
QESCO invites eligible and reputable Security Service Provider Firms with demonstrable and proven capability to submit their EOI by providing the following information:
- List of All Directors: Include CNIC Numbers and copies.
- Copy of Organogram.
- Copy of NTN Certificate.
- Copy of Certificate from Relevant Authorities: Where the services were provided.
- Copy of GST Certificate.
- Annual Income Tax Returns: For the last 3 years.
- Bank Account(s) Information: Statement for the last 3 years.
- Bid Security: Amounting to Rs. 1,000,000/- must be deposited. The original bid security will be submitted at the time of the opening of bids.
- Copy of Valid Licenses: From the concerned Home Departments / Ministry of Interior.
- Experience: Minimum of 3 years in the market as a security service provider. Attach photocopies of evidence.
- Experience with Various Organizations: Government, Semi-Government, Multinational Firms, and Foreign Missions. Attach photocopies of evidence, if applicable.
- Detail of Offices: The firm must have offices in Islamabad and Balochistan.
- Undertaking on Stamp Paper: Confirming that neither the company nor its employees have been involved in litigation with MoD Energy (Power Division) Government of Pakistan and that the company has never been blacklisted by any Government organization.
Submission Guidelines:
- Bidding Procedure: The bidding process will be based on a “single stage two envelope” method as prescribed under PPRA rules, with one envelope containing the Technical Proposal and the other containing the Financial Proposal.
- Proposal Submission: Sealed proposals (through courier services) containing rates in Rupees per application along with minimum processing time are due within 15 days from the date of receiving applications to the Chief Executive Officer, QESCO Zarghoon Road Quetta Cantt under the subject “Expression of Interest for providing Security Services Firms as per PPRA Rules, 2004.”
- Deadline: The Expression of Interest must be received by June 27th, 2024, by 11:00 hrs. The Technical Proposal will be opened on the same date at 11:30 hrs at QESCO HR/Zarghoon Road, Quetta Cantt.
